When it comes to Chicago politics, it doesn't take much to be qualified for office. This is no more apparent than in the case of Cook County Board President, Todd Stroger. The pinnacle of incompetence and corruption, it is only a matter of time before "Toddling" is unseated. This guy appears to be just as qualified as anybody. Amazing!
